The system clock is directly soldered onto the motherboard and cannot be upgraded. However, some motherboards are designed with jumpers that you can change, which will in turn, change the system clock setting.

Changing your clock speed is generally only done when you are upgrading your CPU. It is very important that your clock speed be set at the same speed your CPU was designed to operate. Check your motherboard's manual for further instructions.
